Fix blocking workers in modulith mode and ensure graceful shutdown on stop signals (#13342)

* fix: add graceful shutdown for modulith workers

- Add workerLifecycle module to manage worker shutdown coordination
- Workers register cleanup functions that are called on SIGTERM/SIGINT
- relayForever now checks shutdown flag and exits loop gracefully
- bootstrapRelayer and bootstrapContestRolloverLoop register intervals for cleanup
- Graphile worker uses onRunnerCreated callback to register runner.stop()
- Workers start in background (Promise.all) to avoid blocking server startup
- 30-second timeout with force-exit fallback for graceful shutdown
- Add unit tests for workerLifecycle module
