test: support closing allocations programatically (#924)

* feat(indexer-cli): add script to close allocations programmatically

Support closing single or all allocations via helper script with
configurable network, POI, and force options. Includes documentation
for allocation close testing and fixes the close allocation command
syntax in setup scripts.

* fix(test-network): correct gateway tap-contracts volume mount path

* feat(indexer-cli): support Horizon allocation closure with block number and public POI

Extends close-allocations.sh to accept optional BLOCK_NUMBER and PUBLIC_POI
environment variables for Horizon/V2 allocation closures. Block number is
auto-detected from the local network subgraph when not provided.

* fix(indexer-cli): make close-allocations script more robust

Make network subgraph URL configurable via NETWORK_SUBGRAPH_URL env var
and fix empty FORCE_FLAG expansion to prevent potential argument issues.

* fix(indexer-cli): enable block number auto-detection in close-allocations script

Fix JSON escaping in the GraphQL query for auto-detecting block numbers from
the network subgraph. Also improve variable quoting for safer argument handling
and document the NETWORK_SUBGRAPH_URL environment variable.

* docs: explain local-network overrides for multi-operator and trusted sender testing

Document the local setup differences from upstream edgeandnode/local-network,
including gateway null-address guards, multi-mnemonic operator support, and
trusted sender configuration for local testing scenarios.

* chore: enable multi-mnemonic and trusted sender testing in local-network

Auto-apply patches to local-network that support:
- Multiple operator mnemonics for testing multi-allocation scenarios
- Trusted senders configuration for escrow testing
- Gateway fallback for missing dispute manager during early boot

* fix(local-network): update contract config paths and tap-agent metrics port
