Eventbus rule to and sns topic for ssm failures

We have logging on some of our run once commands, so that if the command
fails we get notified. However if the command fails to start, eg a
dependency hasn't been installed, then we don't hear about it. However
the command does 'fail'. This should send us emails to let us know.
