Fix empty dataframe in plot_voltage_over_dist by handling external bus NaN values

- Added fallback path length computation for external LV buses using networkx graphs
- Fixed NaN propagation issue when subtracting distances
- Simplified plot_voltage_over_dist to single scenario (no comparison mode)
- Added return_data parameter to both LV and MV plotting functions
- Updated tests with proper assertions for dataframe structure validation
- Both tests now passing: test_plot_voltage_over_dist and test_plot_voltage_over_dist_mv
