Update Pacbio endpoints (#4865) (major)

## Description

Closes https://github.com/Clinical-Genomics/production-automation/issues/22. Closes https://github.com/Clinical-Genomics/production-automation/issues/23. Closes https://github.com/Clinical-Genomics/production-automation/issues/24. 

### Added

- Response from `/api/v1/pacbio_sequencing_runs` includes two new fields: `run_id` and `unique_id` their values corresponds to the fields of the same name in Pacbio SmrtLink and the existing field `run_name` now holds the custom name set for the run in Pacbio

### Changed

- Renamed fields in response from `/api/v1/pacbio_smrt_cell_metrics` so that `runs` -> `metrics` and `run_name` -> `run_id`
