chore: add badges and centralize README processing

Added a _ptfkit_build helper that strips GitHub-only badges and
normalizes Markdown links, then reused it in the docs hook, setup, and
build metadata so both the generated index page and long description
stay in sync. Exposed the helper package via pyproject backend path and
package discovery so tooling can import it during builds.
