cmake: fix copy_tests target

The commit 8b28a03f7eab ("cmake: copying luzer-based tests to
a single dir") added a target `copy_tests`, but the target was
added before calling `create_luzer_test()` for tests `test_engine`
and a number of tests for application server and due to this
aforementioned were not copied by the target. The patch fixes that.
Also, a note about this was added to the comment.

Follows up the commit c32b82582ec1 ("cmake: refactoring test
generation").
