fix: gracefully handle database connectivity in test_generator_import

- Wrap import_generators call in try-except to handle HTTP 404 errors
- Skip test gracefully when external database (openEGO) is unavailable
- Keeps test enabled to run when database is accessible
- Prevents test failures due to external service unavailability
- Consistent with test_generators_import.py patterns
