Add tests for tag normalization and transaction management

Adds additional test cases for the `normalize_tag_name` function to handle blank string and `Ash.CiString` inputs. Ensures that errors are generated for invalid tag names. Introduces a new test for the `manage_transaction_tags` function to verify that it correctly processes non-list inputs without errors.
