Fixing uninitialized read in PrepareRowDescription (#4519)

This occurs because in PrepareRowDescription function, memory is allocated using palloc() which does not initialize memory:

relMetaDataInfo = (TdsRelationMetaDataInfo) palloc0(sizeof(TdsRelationMetaDataInfoData));
