fix(helm/v2-alpha): use correct ClusterRole name with fullnameOverride

The ClusterRoleBinding for metrics was referencing the wrong ClusterRole
when fullnameOverride was set. Updated to use namePrefix consistently
across ClusterRole references to fix authorization issues.
