Handle external data in Sequencing QC (#4854) (patch)

## Description

Closes:https://github.com/Clinical-Genomics/production-automation/issues/25

Allows app-tags to set the bar low and allow zero `Target HiFi Yield`.
Yield-based external samples always pass Sequencing QC.

- Patched the check in func `sample_has_enough_hifi_yield`
