Adopt httperr from toolhive-core for HTTP error handling (#3551)

Migrate from internal pkg/errors to toolhive-core/httperr v0.0.1 as the
first adoption of the shared library per THV-0032 RFC.

Changes:
- Add github.com/stacklok/toolhive-core v0.0.1 dependency
- Replace all imports of pkg/errors with toolhive-core/httperr
- Update function calls from errors.* to httperr.*
- Remove internal pkg/errors package (now provided by toolhive-core)
- Update error-handling.md documentation

The httperr package provides HTTP status code-aware errors with the same
API surface (WithCode, Code, New, CodedError) enabling centralized API
error handling.
