fix: device reconciliation not working

Device reconciliation was working on the assumption that `get_device_list/1`
returned the list of device IDs from appengine. With the new changes in the
client we made it return a stream based on pagination. This broke the
reconciler, which was only recording the first device ids without running proper
device reconciliaiton.
