test(e2e): centralize test helpers and optimize test execution

Refactor e2e test structure to improve maintainability and reduce execution time:

- Move Helm scaffolding tests to integration tests (no cluster needed)
- Create test/e2e/helpers package with shared test logic for go/v4 and helm
- Consolidate helm integration tests: 8 → 6 tests (2 fewer scaffold operations)
- Consolidate helm e2e tests: 8 → 6 cluster tests (2 fewer deployments)
- Consolidate go/v4 e2e tests: 7 → 6 tests (1 fewer scaffold operation)
- Eliminate 827 lines of duplicate code
- Install Helm once in BeforeEach instead of per-test

Changes:
- Scaffolding validation → integration tests (6 tests, FAST, no cluster)
- Cluster behavior tests → e2e with shared helpers (12 tests, optimized from 15)
- Both go/v4 and helm use identical project generation

Net result: 827 fewer lines, 5 fewer expensive operations, better test organization.
