test(e2e): centralize test helpers and eliminate duplication

Refactor go/v4 and helm/v2-alpha e2e tests to share common test logic:
- Create test/e2e/helpers package with centralized Run() function and project generation
- Eliminate 757 lines of duplicate code between v4 and helm tests
- Remove unused isToUseHelmChart parameter and namespace-scoped logic
- Both test suites now use identical project generation and validation flows
