Return error from GitLab NewClient instead of panicking

Changes NewClient to return (*Client, error) for proper error handling:
- Replace panic with error return on GitLab client creation failure
- Update Provider constructor to propagate client creation errors
- Update tests to handle new error signature

Also adds comprehensive tests for Conductor.ResetState:
- Test reset with active task transitions state to idle
- Test reset from various workflow states
- Test machine state is properly reset
