chore(container): migrate from semantic-release to lerna

- Add lerna v9 for monorepo management
- Configure independent versioning with conventional commits
- Remove semantic-release and related .releaserc.json files
- Update CI workflow to use lerna version and publish
- Align git hooks (pre-push, pre-commit) with CI workflow order
- Add lint and type-check steps to publish workflow
- Mark docs package as private
