Improves browser test reliability

Adds a helper function to skip tests when Chrome is found but fails to connect, preventing flaky CI runs due to infrastructure issues.

Moves the connection logic to the parent test level to avoid redundant connection attempts in subtests and provide more informative skip messages.

Excludes coverage directory from eslint checks.
