Fix PeeringDB cache flush with hidden peers

Because of references to PeeringDB records in hidden peers objects, the
cache would fail to be flushed. This is now fixed by clearing the
references prior to clearing the cache. In order for hidden peers to
survive a PeeringDB cache flush, we are now keeping copies of IDs of
foreign keys used in hidden peers. We can therefore restore these FKs
when re-populating the cache.
