Replace hardcoded dates with dynamic date generation in budget tests
Removes temporal coupling from budget-related tests by using current dates:
- Replace "2026-01" with time.Now().Format("2006-01")
- Replace "January" with time.Now().Format("January")
- Replace "January 2026" with time.Now().Format("January 2006")
- Add time import to handlers_budget_test.go

This makes tests more maintainable and prevents date-based test failures
as time progresses. Tests now verify behavior regardless of actual month.
