Refactor `devices.crypto` module and support Arista password

Closes #958

Use class based pattern and add support for Arista type 7 passwords.
Support consistent password encryption for Juniper devices based on a
key, which value is set to the neighbor IP. This should prevent useless
config changes when passwords get re-encrypted.
