Fix: Drop multi-interval features with internal partials (#74)

When a multi-interval feature is truncated, partial symbols (<, >) can
end up on internal intervals rather than the true 5'/3' ends. Per NCBI
spec, these symbols are only valid at the terminal positions of a
complete feature. table2asn rejects such features with the error:
Feature's location has internal partials

This fix detects internal partial symbols after coordinate remapping
and drops the entire feature rather than outputting invalid syntax.

Also adds table2asn validation helpers to the test suite:
- validate_feature_table_with_table2asn() for checking syntax errors
- assert_valid_feature_table() for test assertions

Tests updated:
- New test: test_internal_partials_dropped (issue #74 regression test)
- Added table2asn validation to existing feature transfer tests
