Handle EOF errors in ListTabs for browser connection stability

Extends transient error handling in ListTabs to recover from EOF errors
that occur when the WebSocket connection to Chrome CDP is dropped:
- Add io.EOF detection to isConnectionClosedError helper
- Retry with backoff on connection errors (100ms, 200ms intervals)
- Return empty list instead of hard failure on final retry

This fixes TestBrowserIntegration/ListTabs failures where subsequent
tests (Screenshot, Eval) would fail with "use of closed network
connection" after an EOF error corrupted the shared connection.
