Add coverage commands and daemon management to JetBrains Makefile

Improves JetBrains plugin development workflow:
- Add coverage target to run tests with JaCoCo
- Add coverage-html target to open HTML report in browser
- Add stop target to kill Gradle/Kotlin daemons (fixes Java version conflicts)
- Fix JAVA_VERSION from 22 to 21 to match CI workflow
- Update .PHONY with new targets
