Fix flakey unit tests (#3512)

A new vMCP test was clashing with the state of other tests, leading to occasional test failures. Ensure that the test is clearly isolated for each set of tests.

While fixing this, I found another one: a set of unit tests which depended on setting env vars was failing since they were running in parallel. Run them serially instead.
