[OSS-Only][Test-Only] Enabled vector tests and fixed flakiness (#4430)

There were crashes in vector related tests. This PR fixes the crashes, enables back the vector tests and also fixes flakiness in the vector tests.

pgvector compiles with -march=native by default, which generates CPU-specific instructions (e.g., AVX-512). When binary is built on one GitHub runner and runs on another with different CPU capabilities, it crashes with SIGILL (Illegal Instruction).

Fix
Added OPTFLAGS="" to pgvector build command to disable CPU-specific optimizations and ensure portability across all GitHub runners.
