* Restrict ASan leak detection to Linux platforms only

macOS does not support leak detection in AddressSanitizer, so
ASAN_OPTIONS=detect_leaks=1 is now only set on Linux platforms
(ubuntu-latest and ubuntu-24.04-arm).

* Use environment variable for CTest Valgrind options

Replace --overwrite flag with CTEST_MEMORYCHECK_COMMAND_OPTIONS
environment variable for better reliability and compatibility with CTest.
