fix(e2e): address best practices review findings

- add .First() to header h1 locator in navigateToDashboard and
  TestDashboardLoads to avoid Playwright strict mode violations
- extract expandAllSections helper, replacing 10 duplicate blocks
  and fixing 9 silently dropped Count() errors
- replace all hardcoded timeout values (5000, 10000, 15000) with
  named constants (pollTimeout, longPollTimeout)
- add named constants for intentional negative-assertion sleeps
  (noChangeWait, noChangeWaitShort) and serverStartTimeout
- fix TestViewToggleButton race: wait for class change after click
  instead of reading immediately
