Fallback for `_validate_indices` to support SciPy >=1.17 (#685)

* Added fallback logic to _validate_indices method from scipy because it was changed to non member function from scipy>=1.17

* (1) Regression test added for the cached fallback logic (2) Comments modified for clarity in fallback logic (3) Replaced bound method with wrapper for member method

* Apply the code comment suggestions from pr review
