chore: test refactoring and CI runner update (#312)

* refactor(test): extract scrollToMaxAndWait helper in basic.spec.ts

Extract repeated scroll stabilization pattern into reusable helper.
Reduces code duplication and improves maintainability.

- Remove 69 lines of duplicated scroll/wait logic
- Add typed helper function with configurable tolerance and timeout

Switch publish-github-packages runner from blacksmith-2vcpu to
