Add @eval command for LLM evaluation in #eval channel

- Add EVAL_QUESTIONS constant with 10 test questions
- Add eval_command socket handler that runs questions against AI
- Add client-side @eval command parsing (only works in #eval channel)
- Display pass/fail results with expected vs actual answers
- Add comprehensive tests for eval functionality (100% coverage)
