improves Helm chart workflows

This PR consolidates and improves the Helm chart CI/CD process by replacing multiple fragmented workflow files with a single unified workflow that builds and tests charts using locally-built images. It also removes the publishing of helm charts on main workflow ready for a publish on tag workflow that will come later.
