* docs: add README files for all NuGet packages

Add PackageReadmeFile property to all package projects:
- Neo.Compiler.CSharp
- Neo.Disassembler.CSharp
- Neo.SmartContract.Framework
- Neo.SmartContract.Template
- Neo.SmartContract.Analyzer (updated to include existing readme)
- Neo.SmartContract.Testing (updated to include existing readme)

This ensures all packages meet NuGet's requirement for package README files.

* fix: Add missing </ItemGroup> closing tags and fix README.md casing in .csproj files
