* Update Flutter and Android Gradle Plugin versions

* Refactor: Remove const from Scaffold

The `const` keyword is removed from the `Scaffold` widget in `cm_appbar_test.dart` to allow for a non-constant child.

* Remove const from widget constructors in tests

* Remove const from dialog data in tests

The `const` keyword has been removed from the instantiation of `ErrorDialogData` and `LoadingDialogData` within their respective test files to align with non-constant widget usage.

* Update dependencies and adapt to breaking changes

Updates several dependencies to their latest versions, including `go_router`, `flutter_svg`, `fl_chart`, `lottie`, and `flutter_lints`.

This also includes a necessary code change in `expenses_line_chart.dart` to adapt to a breaking change in the `fl_chart` library, replacing the deprecated `tooltipRoundedRadius` with `tooltipBorderRadius`.
