Multi-contact support per host. (#599)

- Allow hosts to have more than one contact, while retaining backwards support for the old API.
- See multi_contact_migration.md for details.
- Add a contacts endpoint per host, this endpoint allows for atomic additions and removals of contact emails.
- Also adds cleanups of the HostContact model via signals.
