Add database pooling support. (#607)

* Add database pooling support.

  - Hopefully fixes some of our weird 500 errors that might stem from DNS and other connection issues.
  - Fix citext path to use newer psycopg.
  - Allow setting DB pool and psycopg3 variables by env variables.
  - Also allow for engine to be set via env.
  - Add envvar support for community settings.
