Move scrapers from scripts/ to src/scrapers/

Scrapers are now a core part of the application, not utility scripts.

- Move address-parser.js and county-scraper.js to src/scrapers/
- Update all imports and test mocks
- Exclude scrapers from unit test coverage (tested via integration tests)
- Remove obsolete gitignore entry
