ci: enable release from master-n3 branch (#1491)

* ci: enable release from master-n3 branch

Allow the Release job to run on both master and master-n3 branches,
enabling official NuGet releases from the master-n3 branch.

* fix(release): update release-ordered.sh for current project structure

- Remove unnecessary solution file manipulation (neo projects not in solution)
- Remove broken special handling for Neo.SmartContract.Testing
  - Project now uses NuGet package reference, not project reference
  - No need to modify csproj or RpcStore.cs
- Fix wait_for_package to handle errors gracefully
- Add error checking for version extraction
