* feat: add Prometheus metrics sidecar with OpenTelemetry Collector

Add an OpenTelemetry Collector sidecar to token-exchange following the
pattern from speed-proxy. The sidecar scrapes Prometheus metrics from
the main app and pushes them to Prometheus via remote_write.

Changes:
- Add metrics package with custom Prometheus metrics for autojoin and
  integration endpoints (counters and histograms)
- Add prometheusx.MustServeMetrics() to serve metrics on port 9990
- Wrap handlers with promhttp instrumentation for request counting and
  duration tracking
- Add otel-collector directory with Dockerfile and config.yaml
- Add service.yaml Cloud Run manifest for multi-container deployment
- Convert cloudbuild.yaml from CLI to manifest-based deployment

* fix(service): mount secret as jwk-priv.json filename
