* feat: add date range filtering to event queries

- Introduced `from` and `to` query parameters for filtering events by date range in the EventModel.
- Updated related schemas, types, and tests to support the new filtering functionality.
- Enhanced the getEventList route to handle date range inputs and generate appropriate SQL conditions.

* chore: remove outdated dcl-testing.mdc file

- Deleted the comprehensive testing standards document for Decentraland projects as it is no longer needed. This file included guidelines for testing practices using Jest, TypeScript, and React Testing Library.
