Replace support for Python 3.10 by 3.14

Pandas 3.0 dropped support for Python 3.10. We are pretty much compatible with both Pandas 2 and 3, but official support in tests will make things complicated, in particular as class names changed. Following this merge, we will assume Pandas 3. It will still be possible to install solph in Python 3.10 environments, but we drop official support.
