RT-1.15.1: Fix AddPath Disabled

* Configure add-path send/receive explicitly rather than assume the switch
has the correct default config.
* The validation has been changed to wait for all prefixes to be learned
  from OTG because at 1.5M scale, the routes may take a while to be
  received.
* `fc00:abcd:1:1:%d::/64` is incorrect and condenses all of those prefix
  sets into `fc00:abcd:1:1::/64` because the first 4 sections are taken
  and each of those are 16-bit chunks thus it would be a total of 64
  bits. Changed to `fc00:abcd:1:%d::/64` to make the prefixes unique.
