fix(tests): Correct test logic for empty DataFrame

This commit corrects the test `test_append_tags_to_frame_truly_empty` to ensure it properly covers the early return condition in the `append_tags_to_frame` function.

The key change is using `pd.DataFrame()` to create a truly empty DataFrame (shape (0, 0)). This is the only condition under which the `.empty` attribute returns `True` in pandas. The previous implementation incorrectly used a DataFrame with columns but no rows, which results in `.empty` being `False`.

This fix ensures that lines 116-117 of `ds_utils/strings.py` are now correctly tested, resolving the final outstanding coverage issue.
