feat: add console output synchronization locker (#986)

Fixes neo-project/neo#2995

- Add public Locker object for external synchronization
- Wrap Info() and Log() methods with lock to prevent interleaved output
- Allows plugins to use lock(ConsoleHelper.Locker) for atomic output
