* feat: enable filter on list policies & add ids filter to list appeal

* Update policy_repository.go

* Add filtering and pagination to ListProviders API

Enhanced the ListProviders gRPC endpoint to support filtering by IDs, URNs, and types, as well as pagination with size and offset. Updated the protobuf definitions and mocks, and added total count to the response. Extended tests to cover new filter and pagination scenarios.
