Add address preview on homepage to remove login gate

- Add unauthenticated /api/properties/preview endpoint
- Add Google Maps autocomplete to homepage hero section
- Check if property county is supported before requiring signup
- Store full property data in localStorage through login flow
- Dashboard auto-creates property from localStorage after login
- Maintain 100% test coverage with new previewProperty tests
