feat: add withdraw script for diamond proxy

Add scripts/withdraw.ts that withdraws USDC from the diamond proxy
contract using an authorized signature from the configured signer.

- Requires SIGNER_PRIVATE_KEY env var for signature generation
- Validates signer matches contract's configured signer
- Checks pool balance before withdrawal
- Parses TriballyGatewayWithdraw event for confirmation
