Add generic county scraper supporting Fulton and Gwinnett

- Replace fulton-scraper.js with generic county-scraper.js
- Support both Fulton and Gwinnett counties via config
- Add Gwinnett test (2517 Weycroft Cir: 3 bed, 2 bath, 2382 sqft)
- Handle different element selectors per county
- Handle different assessment PDF link patterns per county
- Rename assessmentPdf to assessment2025Pdf for clarity

Usage: node scripts/county-scraper.js "ADDRESS" fulton|gwinnett
