* chore: update dependencies and use github actions

This diff copies the github workflow and dependabot config
from m-lab/locate and removes .travis-ci.

We update the minimum required Go version and fix the
tests that were failing as a result:

1. The math/rand global source behavior changed in Go 1.20+,
   making seeded deterministic tests unreliable. Rewrite tests
   to verify statistical properties instead.

2. BigQuery library added new fields to FieldSchema (MaxLength,
   Precision, Scale, etc.). Update PrettyPrint to filter these
   zero-valued fields and fix trailing comma handling.

3. Update expected TimePartitioning to include Type:"DAY".

* ci: add Workload Identity Federation for GCP authentication

Enable integration tests that require BigQuery access by authenticating
via WIF instead of service account keys.
